Digital sovereignty applied to infrastructure: what the word covers and what it cannot cover

The word sovereignty is used loosely across the sector. Better to state what it actually covers, and what it cannot.

What it cannot mean

Silicon is neither French nor European. Claiming otherwise would be false, and that should be owned rather than avoided.

What is genuinely controllable

Where the data sits and who hosts it.

The network path taken, and its direction.

The radio network server, run locally rather than at a third-party operator.

The ability to run with no uplink.

What the cybersecurity regulation now requires

The Cyber Resilience Act requires the whole sector to be able to qualify and report vulnerabilities within short deadlines. That applies to already installed hardware too.
